No driver of any taxicab shall have in his or her possession or in or about the driver’s compartment of the vehicle any alcoholic liquor. No driver of any taxicab shall use the taxicab for the purpose of transporting or delivery any alcoholic liquors except alcoholic liquors in the bona fide possession of and the property of a paying passenger. No driver of any taxicab while on duty shall drink any intoxicating liquor whether within or without the taxicab.
