The city, or itself and its agents and employees, specifically disclaims that the city, its agents and employees necessarily certify that taxicabs licensed hereunder are in any specific condition. Rather, the inspections are made solely for the purposes of this chapter and not for reliance by the public as to the condition of the taxicabs. Neither the city, nor its agents and employees, shall be held liable for any damages on account of any inspection.
