Prior to a schedule of rates going into effect, the taxicab owner establishing the schedule shall file a copy of the schedule with the Chief of Police, or his or her designee, and with, the City Clerk, or his or her deputy. Copies of the rate schedule shall also be made available by the owner for public inspection. Any amendment to the schedule of rates shall be similarly filed prior to becoming effective.
