Any taxicab owner’s license issued hereunder may be renewed from year to year provided the owner continues to meet the minimum qualifications of taxicab owners established hereunder and pays the required fee per taxicab. A public hearing shall not be required for renewal unless ordered by the City Council. A request for renewal shall be filed with the City Clerk and reviewed by the Chief of Police, or his or her designate, prior to renewing any taxicab owner’s license. The request shall be denied unless the Chief of Police, or his or her designate, approves the renewal after reviewing whether the owner continues to meet the minimum qualifications of taxicab owners established hereunder.
