The taxicab driver’s license issued hereunder shall be in the personal possession of the holder thereof at all times while serving as a taxicab driver. The taxicab driver’s license shall be worn on the front and outside of the driver’s headdress or on the front of the driver’s jacket or outer garment, in plain view. No driver shall cause or permit another person to use the driver’s taxicab driver’s license, for any purpose whatsoever.
