§ 36.04 ADVICE.
   The Corporation Counsel shall be the legal advisor of the city and of all committees, commissions, boards and officials thereof and shall render advice on all legal questions affecting the city. Upon request of the Mayor or Council, he or she shall reduce the opinion to writing.
