The Comptroller shall keep an accurate record of all warrants drawn upon the City Treasury showing the date, number and amount of each, the name of the person in whose favor drawn and the fund out of which each warrant is made payable. All countersigned by the Comptroller shall specify the fund to which the sum is chargeable and the person to whom payment is to be made; and no money shall be otherwise paid than upon the warrant so drawn.
