§ 35.03 COMPTROLLER’S CHECK.
   The Comptroller, with the advice and consent of the Mayor and City Council, may appoint assistants, clerks and subordinates as the City Council may authorize, and shall be held responsible for the fidelity of the persons so appointed by him or her and may remove them at his or her pleasure.
