§ 99.10 PERMIT REQUIRED.
   No fireworks or pyrotechnical displays involving fireworks shall be displayed, discharged or utilized as part of a live performance before a public gathering in the city or at a public place in the city unless pursuant to permit issued by the City Council upon recommendation of the Fire Chief. The Fire Chief of the city shall adopt reasonable rule and regulations, consistent with the Fireworks Use Act of the state, setting forth the conditions for issuance of permits and the conduct of fireworks and pyrotechnical displays. The rules and regulations shall be published in pamphlet form and made readily available to the general public by the office of the Fire Chief. A reasonable permit fee shall be charged for each permit application.
