No fireworks or pyrotechnical displays involving firework shall be displayed, discharged or utilized as part of a live performance before a public gathering in the city or a public place in the city unless performed under the direction and control of a person or firm licensed under the provisions of the State Explosives Act or by a person or firm deemed by the Fire Chief to possess the expertise and judgment sufficient to conduct the display in safety.
