Any person aggrieved by any violation of any provision of this chapter may file a written complaint in triplicate setting forth his or her grievance with the City Clerk. The complaint shall state the name and address of the complainant and of the persons against whom the complaint is brought and shall also state the alleged facts surrounding the alleged violation of this chapter. The City Clerk shall immediately transmit a copy of the complaint to the Equal Opportunity Commission and copies of the complaint to each person against whom the complaint is brought.
