It shall be the duty of the Commission on Equal Opportunity to:
(A) Receive, assist with and investigate complaints charging unlawful housing practices;
(B) Seek conciliation of complaints, hold hearings, make findings of fact, issue orders and publish its findings of fact and orders in accordance with the provisions of this chapter and with the ordinance establishing the Commission;
(C) Render from time to time, but not less than once a year, a written report of its activities and recommendations with respect to fair housing practices to the Mayor and to the City Council; and
(D) Adopt rules and regulations as may be necessary to carry out the purposes and provisions of this chapter, upon approval of the City Council.
