Upon receiving the application, the Director of Utilities and Engineering shall immediately, or soon as may be consider the application; and if the Director of Utilities and Engineering finds that an emergency exists he or she shall immediately issue a permit for the opening of the pavement, which the permit shall specify the time at which the work may commence and the place of opening together with directions how the opening maybe made.
