(A) The Commission shall have the authority to advise and make recommendations to the City Council concerning all facets of animal control, including policies, operating procedures and ordinances.
(B) Conducting public hearings when necessary to seek input on animal control issues.
(C) The Commission shall examine all facets of animal control and care within the city by identifying existing needs, problems and resources to provide the City Council with a comprehensive plan of specific recommendations directed towards improving the quality of overall care and control of animals.
(D) The Commission will advise and make recommendation in the area of public information and education in regard to animal control services and to report findings and recommendations for services to the City Council.
