(A) Before any permit is issued by the Chief of Police for the possession of a restricted animal, an inspection of all animal facilities and records related to the animal shall be conducted by the Animal Control Officer for the purpose of ensuring compliance with the regulations of this subchapter.
(B) Any person, corporation, partnership or other legal entity possessing an animal restricted under this subchapter shall during normal business hours and at all reasonable times allow the Animal Control Officer to inspect all animals, facilities and records relating to the animals for the purpose of ensuring compliance with the regulations of this chapter.
