(A) It shall be unlawful for any person having charge or custody of any cattle, horses, swine, pigs, sheep, goats, reptile, poultry or similar animal, to permit the animal to run at large in the city.
(B) Notwithstanding anything herein to the contrary, this section is not intended to permit animals within the city otherwise prohibited in this chapter, but to restrict the animals from running at large if allowed by permit or otherwise by this chapter.
