The Animal Control Officer, the agents or employees of the Animal Control Officer and/or officers of the City Police Department are authorized to go upon private property in order to enforce this chapter, including taking and impounding any dog at large or not confined as required herein (even if not running at large) or found without required inoculation licensing or identification tags, provided the persons may not enter a private dwelling house for this purpose without the consent of the occupant or a valid warrant.
