   Subject to the provisions of § 74.02 hereof, it shall be unlawful for the driver of a passenger vehicle to stand the vehicle for longer than is necessary to load or unload passengers, and in no event to exceed one minute, or for the driver to stand any freight carrying vehicle for a period of time longer than is absolutely necessary to actually load or unload materials:
