(A) It shall be unlawful to park in the public parkway except in the following locations:

(B) Provided, however, that all restrictions herein contained regulating length of time parking is permitted shall apply in the above locations and provided further that it shall be unlawful to park so that less than three feet of unobstructed passage is free for pedestrians. The license granted by this section shall apply only when the areas are marked with clearly painted parking line.
