Enforcement of these provisions shall be under the jurisdiction of the Chief of Police, and maintenance of the lots and other supervisory authority shall be under the Director of Utilities and Engineering. The Director of Utilities and Engineering shall have authority to designate both on and off-street parking spaces for handicapped persons as provided in § 74.13. The jurisdiction shall not, however, limit the authority of the members of the City Police Department to enforce the provisions hereof.
