Every person riding a bicycle or an animal, or driving any animal drawing a vehicle upon any street shall be subject to the provisions of this title applicable to the driver of the vehicle, except those provisions which can have no application to one riding a bicycle or driving or riding an animal. Provided, that except in business districts, bicycles may be ridden on sidewalks.
