No plumber shall do any plumbing work in connection with the water system of the city unless he or she shall have executed an agreement to comply with the rules and regulations of the Utilities Department and shall have given a bond as required by the Illinois Plumbing License Law, Section 13.1 Plumbing Contractors Registration (ILCS Ch. 225, Act 320, § 13.1).
