(A) Generally. Effective January 1, 2020, all charges for water services shall be billed not less than monthly. The owner of the premises, the occupant thereof and the user are jointly and severally liable for the charges and rates for services to the premises. If any charges or rates shall be paid by a party, the party shall be subrogated to any rights of the city in connection with the same.
(B) Due date. All water bills shall be due on the date prescribed on the bill, provided the due date shall not be sooner than ten days after the bill is sent.
