§ 52.003 RULES AND REGULATIONS.
   (A)   The Director of Utilities and Engineering and the Utilities Committee are hereby authorized and empowered to make, enact and enforce all needful rules and regulations for the operations of the Utilities Department consistent with the provisions of this code and the actions of the City Council. In the event of conflict, the rules and regulations of the Utilities Committee shall take precedence over those of the Director of Utilities and Engineering. A violation of any rules and regulations shall be the same as a violation of the provisions of this chapter. All water service shall be subject to rules and regulations in addition to these and other applicable provisions.
   (B)   The rules and regulations may include, among other area, the following:
      (1)   Applications for service and correlative credit-establishment rules;
      (2)   Water connections and meter installations;
      (3)   Special outside meter charges;
      (4)   Charges for testing meters and refunds if a meter is found inaccurate to the extent of more than 2%;
      (5)   Credit and deposit requirements for existing customers who default in payments or violate service rules;
      (6)   Estimated bill practices;
      (7)   Payment periods and late-payment charges;
      (8)   Prolonged unbilled service and related issues such as tampering, billing error and makeup billing;
      (9)   Deferred payment programs for past due accounts;
      (10)   Budget payment plans;
      (11)   Discontinuance of service, including the related issues of form and character of notice, conditions permitting discontinuance, conditions prohibiting discontinuance and discontinuance to master-metered, multi-family buildings;
      (12)   Service reconnection charges;
      (13)   Disputed resolution procedures; and
      (14)   Manual meter reading service charge (where automatic meter reading service has been offered, made available and refused by the customer).
