It shall be unlawful for any person, firm or corporation to connect any sanitary sewer or any sewer carrying any substance other than surface water, stormwater, ground water, roof runoff, subsurface drainage, cooling water and unpolluted industrial process water into any public sewer constructed primarily for the drainage of rain or stormwater.
