At a time as a public sewer becomes available to a property served by a private sewage disposal system, as provided in § 51.083, a direct connection shall be made to the public sewer in compliance with these regulations within a 60-day period following written notice from the city, and any septic tanks, cesspools and similar private sewage disposal facilities shall be abandoned and filled with suitable material if it is determined by the Director of Utilities and Engineering or the County Health Department that the private sewage disposal system is unsanitary, causing detrimental effects to the environment.
