The International Residential Code is hereby amended as follows:
A) Section R101.1 (Title) shall have inserted therein “City of Quincy” where provision is made for the name of the jurisdiction.
(B) Section R103.1 (Department of Building Safety) is not hereby adopted, providing in lieu thereof that any reference to Department of Building Safety as used in this code shall mean the Office of Inspection of the Department of Planning and Development as provided for in §§ 39.50 through 39.54 (Department of Planning and Development) of the Municipal Code of the city. The term “building official” as used in this code shall mean the duly appointed Director of Inspection and Enforcement of the city and including any designee thereof.
(C) Section R105 (Permits) is not hereby adopted, providing in lieu thereof that any reference to permits shall be to § 162.210 of the Municipal Code.
(D) Section R106.3.1 (Approval of Construction Documents) is hereby repealed in its entirety.
(E) Section R108.2 (Schedule of Permit Fees) shall refer to § 162.210(B) of the Municipal Code.
(F) Section R112 (Board of Appeals) is hereby repealed and a new Section 113 is adopted in lieu thereof as follows:
Section 113 Appeals. Any owner or person who is aggrieved or affected by an order, ruling, decision or interpretation of the building official in any of the matters relative to the interpretation or enforcement of any of the provisions of the International Building Code may appeal the order, ruling, decision or interpretation to the Building Commission established by and in accordance with § 40.305 (Building Commission) of the Municipal Code.
(G) Table 301.2(1) is hereby amended by inserting the following where provision is made for establishment of design criteria by the jurisdiction:
(1) Amend Table 301.2(1) by inserting “20 psf” under “Ground Snow Load.”
(2) Amend Table 301.2(1) by inserting “107 mph” under “Wind Design - Speed.”
(3) Amend Table 301.2(1) by inserting “No” under “Wind Design - Topographic Effects.”
(4) Amend Table 301.2(1) by inserting “No” under “Wind Design - Special Wind Region.”
(5) Amend Table 301.2(1) by inserting “No” under “Wind Design - Wind-borne debris zone.”
(6) Amend Table 301.2(1) by inserting “B” under “Seismic Design Category.”
(7) Amend Table 301.2(1) by inserting “Severe” under “Subject to Damage from - Weathering.”
(8) Amend Table 301.2(1) by inserting “40 inches” under “Subject to Damage from - Frost Line Depth.”
(9) Amend Table 301.2(1) by inserting “Moderate” under “Subject to Damage from - Termite.”
(10) Amend Table 301.2(1) by inserting “Yes” under “Ice Barrier Underlayment Required.”
(11) Amend Table 301.2(1) by inserting “Engineering Insurance Study” under “Flood Hazards.”
(12) Amend Table 301.2(1) by inserting “1500” under “Air Freezing Index.”
(13) Amend Table 301.2(1) by inserting “52 Degrees” under “Mean Annual Temp.”
(H) The following chapters shall be deleted in their entirety:

(I) Chapter 29 (Water Supply and Distribution) is hereby amended by deleting Sections R2901.1 through R2903.11 and R2905.1 through R2913.4.2.
(J) The following Appendices are hereby adopted:
(1) Appendix A - Sizing and Capacity of Gas Piping.
(2) Appendix B - Sizing of Venting Systems Serving Appliances Equipped with Draft Hoods, Category I Appliances and Appliances Listed for Use with Type B Vents.
(3) Appendix C - Exit Terminals of Mechanical Draft and Direct-Vent Venting Systems.
(4) Appendix Q - Tiny Houses.
(K) Section R313 (Automatic Fire Sprinkler Systems) of the 2018 International Residential Code is not hereby adopted.
(L Section R302.13 Fire Protection of Floors of the 2018 International Residential Code is not hereby adopted.
(M) Section R402.51 Opening Protection of the 2018 International Residential Code shall be amended by deleting the following words: “equipped with a self-closing or automatic device.”
