Any significant industrial user that was discharging wastewater into the POTW prior to the effective date of Ordinance 9399 and that wishes to continue such discharges in the future shall, within 60 days after the effective date of Ordinance 9399 submit a permit application to the city in accordance with § 51.174 of this chapter and shall not cause or allow discharges to the POTW to continue after 120 days after the effective date of Ordinance 9399 except in accordance with a wastewater discharge permit issued by the Director of Utilities.
