§ 43.20 PRIOR INSPECTION; PUBLIC HEARING.
   (A)   At least 21 days prior to its adoption by the Council, the annual budget, as proposed by the Director of Administrative Services and Budget Officer for Council approval, shall be made available for public inspection by delivering a copy of the proposed annual budget for public display to the City Clerk’s and City Comptroller’s office, and by publishing it online on the city’s website. At the time the proposed annual budget is delivered to the City Clerk and made available for public inspection at the City Comptroller's office and online, a copy shall be sent to each Council member by the Budget Officer.
   (B)   The Council shall conduct at least one public hearing on the proposed annual budget. A public hearing shall be conducted by the Council no sooner than one week after the filing of the proposed annual budget with the City Clerk and City Comptroller, as provided above. Notice of this public hearing shall be published in a newspaper of general circulation in the city and on the city’s website at least seven days prior to the time of the public hearing. Failure to publish such notice on the city’s website shall not affect the validity of the city satisfying the notice requirement of this paragraph provided that such notice is at least published in a newspaper of general circulation in the city.
