The City Council may amend the annual budget by deleting, adding to, changing or creating object classes or subclasses by a two-thirds vote of the members of the Council then holding office, which shall include the right to transfer funds between departments, provided no transfer, revision or amendment shall be made increasing the budget in the event funds are not available to effect the purpose of the revision.
