§ 43.01 ADOPTION.
   The city hereby adopts ILCS Ch. 65, Act 5, §§ 8-2-9.1 through 8-2-9.10 by a vote of two-thirds of the City Council holding office, and an annual budget shall be prepared, have the effect, and be in lieu of an annual appropriation ordinance as provided by law.
