The City Council may deny or revoke authorization to place a container/dumpster at any street location if the Director of Utilities and Engineer reports to the City Council the placement shall constitute a public nuisance or hazard because of contour, narrow width of street, traffic or other conditions peculiar to the street at or near the proposed location.
