(A) Purpose. It is the purpose of this subchapter to protect the public health, safety and general welfare of the traveling public by providing regulations of container/dumpster or any other apparatus placed upon any street, city right-of-way or municipality owned parking lot.
(B) Intent. It is the intent of the City Council to authorize the placement of a dumpster/container or any other apparatus on city right-of-way or municipal parking lot in accordance with the requirements of this subchapter.
