Each location of a wireless facility within city right-of-way shall meet all of the requirements of the subchapter. The decision of the Director Utilities and Engineering Department to deny a permit application may be appealed to the Quincy City Council. The application for appeal shall be submitted in writing to the City Clerk within 14 calendar days following receipt of notice of denial by the Director of Utilities and Engineering. The City Council shall thereafter consider the appeal and render its decision on the appeal within 30 days from filing of the appeal.
