(A) Blocks. Blocks shall be not less than 240 feet long, nor longer than 1,200 feet.
(B) Cul-de-sac. Planned streets that do not abut another street, shall include a cul-de sac. Cul-de-sacs shall have dedicated right of way of a minimum 116 feet in diameter, with a minimum pavement diameter of 96 feet.
(C) Access. Any area of development containing more than 100 households shall be served by two functioning points of access.
