No license for the collection of solid waste issued under the provisions of this subchapter may be assigned or transferred. In the event of any change in ownership and/or name of the corporation or partnership, formal notification shall be given to the Director of Administrative Services within 30 days thereof. Upon any sale, a new license must be applied for and shall be obtained from the city.
