(A) The denial or revocation of a license by the Director of Administrative Services may be appealed to the Mayor. The notice of appeal shall be filed in writing with the Director of Administrative Services no later than 14 days after the receipt of the certified letter advising applicant of the denial or revocation.
(B) The Director of Administrative Services shall fix the date and time for hearing the appeal. Said hearing shall be held not less than 14 nor more than 60 days after receipt of the notice of appeal. The Mayor shall either affirm the decision of the Director of Administrative Services or direct the Director of Administrative Services to issue or reinstate the license.
