Upon receipt of the Police Chiefs report referred to in § 129A.03 the City Clerk shall issue the license unless she shall find that:
(A) The applicant is under the age of 18.
(B) The applicant has been convicted within the last five years of any felony.
(C) The applicant or his or her employer has had a license issued pursuant to this chapter revoked for cause.
(D) The applicant has not received special permit approval to install, operate and sell advertising on an electronic message SOA as set forth in § 162.030.
