§ 159.01 ADOPTION OF INTERNATIONAL FIRE CODE.
   The city hereby adopts and incorporates by reference as fully set forth herein the 2018 International Fire Code published by the International Code Council, Inc. including Appendices B, C, D, E, F and G and the amendments thereto as provided below as criteria for prescribing the minimum requirements and controls to safeguard life, property or public welfare from the hazards of fire and explosion arising from the storage, handling or use of substances, materials or devices and from conditions hazardous to life, property or public welfare in the use and occupancy of buildings, structures, sheds, tents, lots or premises within the corporate limits of the city and all properties subject to annexation by the City of Quincy by covenant or operation of law. All building structures, sheds, tents, lots or premises shall conform to the code provisions as set forth and adopted herein. One copy of the code shall be filed and shall remain on file in the office of the City Clerk for public inspection and examination. Adoption of the code is subject to the following:
   (A)   Section 101.1 (Title) shall have inserted therein “City of Quincy” where provision is made for the name of the jurisdiction.
   (B)   Section 103 (Department of Fire Prevention) is hereby repealed and a new Section 103.1 is adopted in lieu thereof as follows:
         Section 103.1 Department of Fire Prevention, Fire Code Official defined. The term “department of fire prevention” as used in this code shall mean the Quincy Fire Department of the City of Quincy, Illinois. The term “fire code official” as used in this code shall mean the Fire Chief or other enforcing law officer of the City of Quincy Fire Department, including any designee thereof.
   (C)   Section 105.6.32 is not hereby adopted, providing in lieu thereof that any reference to open burning shall be to Chapter 94 of the Municipal Code.
   (D)   A new Section 107.2.3 (Recordkeeping) is hereby created and inserted as follows:
         Section 107.2.3 Recordkeeping. A record of periodic inspections, tests, servicing and other operations and maintenance shall be maintained on the premises or other approved locations for not less than three years, or a different period of time as provided for elsewhere in this code or the referenced standards thereto. Records shall be made available for inspection by the fire code official, and a copy of the records shall be provided to the fire code official upon request. The fire code official is authorized to prescribe the form and the format of such recordkeeping. The fire code official is authorized to require that certain required records be filed with the fire code official.
   (E)   Section 109 (Board of Appeals) is hereby repealed and a new Section 109 is adopted in lieu thereof as follows:
         Section 109 Appeals. Any owner or person who is aggrieved or affected by an order, ruling, decision or interpretation of the fire code official in any of the matters relative to the interpretation or enforcement of any of the provisions of the International Fire Code may appeal the order, ruling, decision or interpretation in accordance with § 159.03 of the Municipal Code.
   (F)   Section 110.4 (Violation Penalties) is hereby repealed and a new Section 110.4 is adopted in lieu thereof as follows:
         Section 110.4 Violation Penalties. Persons who shall violate a provision of this code or shall fail to comply with any of the requirements thereof or who shall erect, install, alter, repair or do work in violation of the approved construction documents or directive of the fire code official, or of a permit or certificate used under the provisions of this code, shall be subject to fines and other penalties as provided in § 10.99 of the Municipal Code.
   (G)   Section 112.4 (Stop work order; failure to comply) is repealed and a new Section 112.4 is adopted in lieu thereof as follows:
         Section 112.4 Stop work orders. Any person who shall continue any work after having been served with a stop work order, except such work as that person is directed to perform to remove a violation or unsafe condition shall be subject to fines and other penalties as provided in § 10.99 of the Municipal Code and other such relief as may be available in law or in equity.
   (H)   Section 907.2.8.3 (Smoke Alarms) is hereby repealed and a new Section 907.2.8.3 is adopted in lieu thereof as follows:
         Section 907.2.8.3 Smoke Alarms. Smoke alarms shall be installed as required by § 907.2.10. Single-station smoke detector/alarms shall be provided with emergency power and shall be annunciated by sleeping unit at a constantly-attended location from which the fire alarm system is capable of being manually activated.
   (I)   Section 1103.5. (Sprinkler Systems) is not hereby adopted.
   (J)   The following Appendices are hereby adopted:
      (1)   Appendix B - Fire Flow Requirements for Buildings.
      (2)   Appendix C - Fire Hydrant Locations and Distribution.
      (3)   Appendix D - Fire Apparatus Access Roads.
      (4)   Appendix E - Hazard Categories.
      (5)   Appendix F - Hazard Ranking.
      (6)   Appendix G - Cryogenic Fluids - Weight and Volume Equivalents.
