(A) A contract may be awarded for a material or service without competition when the Procurement Agent or designee determines in writing that there is only one source for the required material or service.
(B) Sole source procurements should be avoided, unless there is only one source for the required material or service and no other type of materials or service will satisfy the requirements of the town.
(C) The Procurement Agent or designee shall prepare a written determination stating the basis for the sole source procurement shall be which shall be included in the procurement file.
