§ 35.20 PROCUREMENT AGENT; AUTHORITY AND DUTIES.
   (A)   Principal contracting, procurement officer. The Procurement Agent shall serve as the principal contracting officer and central procurement officer of the town.
   (B)   Power to adopt internal operational procedures. Consistent with the provisions of this chapter, the Procurement Agent may adopt internal operational procedures governing town purchasing. Such regulations must be consistent with this chapter and the town code.
   (C)   Duties. Except as otherwise specifically provided in this chapter, the Procurement Agent shall:
      (1)   Procure or supervise the procurement of all supplies, services and construction needed by the town;
      (2)   Exercise supervision and control over all inventories of supplies belonging to the town;
      (3)   Sell, trade or otherwise dispose of surplus supplies belonging to the town. Supplies or equipment that have been documented to have some value shall be disposed of according to A.R.S. § 9-402; and
      (4)   Establish and maintain programs for the inspection, testing and acceptance of supplies, services and construction.
