§ 35.01 PURPOSE.

   The purposes of this chapter are:

   (A)   To set forth the procurement procedures of the town;

   (B)   To assure consistency in procurement procedures among the using departments;

   (C)   To provide for increased public confidence in the procedures used in public procurement;

   (D)   To ensure the fair and equitable treatment of all persons who deal with the procurement system of the town;

   (E)   To provide increased economy in town procurements and to maximize to the fullest extent practicable the purchasing value of public funds of the town;

   (F)   To foster effective broad-based competition within the free enterprise system; and

   (G)   To provide safeguards for the maintenance of a procurement system of quality and integrity.
