(A) No subdivision shall be recorded unless permanent public access is provided from the subdivision to a town, state or federal maintained road. Public access means dedication to the town or a permanent written easement from county, state or federal governments.
(B) The Public Works Director prior to recording shall approve roads dedicated to the town for the purpose of providing access.
