(A) In general. No person shall drive or ride at any time any vehicle or animal upon the grounds of any town park, recreation facility or cemetery, except in public streets running through such premises or within designated parking areas located upon the premises, without the express permission of the town.
(B) Off-road vehicles. ATVs and other off-road vehicles are not allowed in the parking lots and streets unless such vehicle is licensed by the Department of Motor Vehicles.
