(A) Every applicant for a service connection from a public sewer which is subject to a reimbursement agreement shall pay the appropriate public sewer reimbursement charge.
(B) Applicants shall pay the public sewer reimbursement charge before construction of their connection to the sewer extension. This charge shall be in addition to all other applicable charges provided by these regulations, including the direct connection charge, inspection fees and capacity charges.
