§ 33.023 FIRE CHIEF; DUTIES.
   (A)   Position.
      (1)   The Fire Chief shall be confirmed by the Town Board of Trustees.
      (2)   The Fire Chief shall be the head of the Department, subject to the laws of the state, the ordinances of the town and the rules, regulations and standard operating procedures and standard operating guidelines of the Town Volunteer Fire Department.
   (B)   Duties.
      (1)   The Fire Chief shall be responsible for the general condition and efficient operation of the Department, the training of members and the performance of all of the other duties imposed upon him or her by the town. He or she shall have supervision and control of the Fire Department, subject to the supervision and control of the Town Board.
      (2)   The Fire Chief shall inspect, or cause to be inspected, the fire hydrants, cisterns and other sources of water supply at least once a year.
      (3)   The Fire Chief shall maintain a library or file of publications on fire prevention and fire protection and shall make use of it to the best advantage of all members.
      (4)   The Fire Chief shall make every effort to attend all fires and other emergencies and direct the officers and members in the performance of their duties and to attend any department head meetings.
      (5)   The Fire Chief shall see that each fire is carefully investigated to determine its cause and, in the case of suspicion of incendiarism, shall notify the proper authorities and take precautions to secure and preserve all possible evidence for future use in the case.
      (6)   The Fire Chief shall file the appropriate activity report forms with the office of the State Fire Marshal in Oklahoma City on an annual basis. The activity report forms shall be designed by the State Fire Marshal and shall include, but not be limited to:
         (a)   The amount of property and vehicle fire loss;
         (b)   Types of fires, inspections and investigations; and
         (c)   Notification of all fire-related civilian deaths and injuries in the respective jurisdiction and of firefighter deaths in the line of duty and firefighter injuries in the line of duty requiring the services of a hospital, physician or both.
      (7)   The Fire Chief may inspect or cause to be inspected all public and commercial buildings. He or she is also empowered to take every possible precaution to prevent fires and to guard the public from any unsafe conditions which exist.
      (8)   The Fire Chief shall maintain a current inventory of all equipment and property of the Fire Department.
      (9)   The Fire Chief, or his or her authorized appointee, shall be the Incident Commander at the scene of a fire or other emergency involving the protection of life and/or property.
      (10)   The Fire Chief shall have the authority to appoint representatives from the membership of the Department to assist in the performance of his or her official duties.
