§ 10.04 INTERPRETATION.
   (A)   Same rules as state law. Unless otherwise provided herein, or by law or implication required, the same rules of construction, definition and application shall govern the interpretation of this code as those governing the interpretation of state law.
   (B)   General interpretation.
      (1)   Liberal construction. All general provisions, terms, phrases and expressions contained in this code shall be liberally construed in order that the true intent and meaning of the Mayor and the Town Board of Trustees may be fully carried out.
      (2)   Minimum requirements. In the interpretation and application of any provision of this code, it shall be held to be the minimum requirements adopted for the promotion of the public health, safety and general welfare.
