No application for a building permit required by the publication adopted by the town shall be accepted and no such permit shall be issued until the following fees have been paid to the town.
(A) (1) For a permit for a new building or structure or for the alteration of an existing one, the fee passed on the estimated amount of improvement is as follows.

(2) The Planning Commission shall have the ability to waive a certain portion of the building permit fee for commercial and industrial developments with a base rate of the estimated construction price in excess of $500,000.
(B) For a permit for the demolition or removal of a building, structure or part thereof, the fee shall be $5, provided that if the demolition is a necessary part of the construction or alteration for which a permit has been issued, then no fee shall be required for such demolition.
