For the purpose of this subchapter, the following definitions apply unless the context clearly requires a different meaning.
LOW-POINT BEER. All beverages containing more than 0.5% alcohol by volume and not more than 3.2% alcohol by weight, including, but not limited to, beer or cereal malt beverages obtained by the alcoholic fermentation of an infusion of barley or other grain, malt or similar product.
MINOR. A person who has not yet attained the age at which a person is permitted to consume low-point beer under state law.
RETAIL DEALER. Any person, firm, corporation, association or concessionaire who sells, distributes or dispenses at retail any low-point beer within the corporate limits of the town, without regard as to any place where such low-point beer may be consumed or used.
