Each household, regardless of the number of owners residing therein, may maintain and shelter not more than five domestic animals of whatever combination, such as two dogs and three cats, provided, however, that in the event that any one of the animals sheltered has a litter or offspring, one owner shall have six weeks from the date of birth of said offspring to return said household to a total combined number of five animals.
